１９８０年代，政権交代の前後は，フィリピンはエネルギー弱者で，アジアの中でも日本に次いで電気料金が高い国だった，その後，マランパヤ沖を中心に天然ガスが発見されて，その様相を変えた，電力自由化や再生可能エネルギーの開発では先進的で，その理想は高かったが，失敗も多かった，

比エネルギー省ＤＯＥは，今日の電力紙で，グリーン・エネルギー・オークション・プログラム（ＧＥＡＰ）の新しいラウンドで ８００万ＫＷの，水力発電と地熱供給を導入する再生可能エネルギー開発業者からの入札を求めた，前回，１１６０万ＫＷを入札したが，８００万ＫＷ不足の状態らしい

フィリッピンにまだ未開発の水力が残されているのだろうか，首都近郊のアンガット・ダム（Angat dam）や関電などが主導したサンロケ・ダム（San Roque）などの印象が深いが，確かに，ルソン北部の未開発河川や南部のミンダナオには，まだ残された未開発の包蔵水力がある，一度纏めたい，
