ナイルの源流，ビクトリア湖に流れ込むアカゲラ川，「アカゲラの滝」と呼んでいた，一度見たくて，１９８８年ルワンダ東部を訪れた時，もう時効だが，ビザなしで国境を越えてタンザニアに入り滝を見てきた，１５ｍぐらいの滝だが真っ赤な水の奔流が荒れ狂っていた，今も頭に

ルスモの滝（Rusumo Falls）が正式呼称だが，この滝の直下に架かる国境の橋は歴史を物語る，ルワンダを占有していたドイツをベルギー軍が攻撃撃破したとき，この橋を利用，また１９９４年のルワンダ虐殺の時，数千の遺体を投げ込み，ビクトリア湖に遺体が流れた，

私も「ルスモの滝」を利用して水力を造りたかったが，今日のタンザニア地元紙は，ルスモ滝水力（Rusumo Hydropower Project）８万ＫＷの完成まじかと報告，世銀主体の融資で土木工事にはちゃっかりと中国企業が滑り込む，（https://onl.la/Asd51ZY）

この滝は、1894年にドイツ人のグスタフ・アドルフ・フォン・ゲッツェン伯爵がタンザニアからヨーロッパ人がルワンダに初めて到着した場所となった（ルワンダは1885年以来ドイツ領東アフリカの一部とみなされていたが、まだドイツ人は入国していなかった）。彼はそこからニャンザにあるムワミの宮殿に向かい、さらにキブ湖の岸へと向かいました。[1]


滝のクローズアップ。
ベルギー人は、1916年の第一次世界大戦中にルワンダを占領した際にも、滝を経由してルワンダに入った。ルスモの橋は当時、川を渡ることが可能な唯一の橋であり、ドイツ人はルワンダ側に塹壕を築いていた。ベルギー軍は周囲の丘に陣地を陣取ることで、騎馬砲を使ってこれらの警備兵を排除し、国の残りの地域への侵攻ルートを開くことができた。[1]

この滝は、1994 年のルワンダ虐殺の際に国際的な名声を博しました。数千の遺体がルスモ橋の下を流れ、同時に虐殺から逃れるためタンザニアに逃げ込む難民の流れがこの橋を渡ったからです。これは五大湖難民危機における最初の大量流出の一つであった。カゲラ号は、極西を除くルワンダ全地域から水を排水し、その結果、捨てられたすべての死体を全国の川に運びました。これにより、ウガンダのビクトリア湖畔周辺地域で非常事態が宣言され、最終的にこれらの遺体はそこに打ち上げられた。

2013年、アフリカ開発銀行グループは、タンザニア、ルワンダ、ブルンジで再生可能発電能力と電力へのアクセスを増加させる地域ルスモ滝水力発電プロジェクトへの資金提供を承認しました。このプロジェクトには、80 MW 水力発電所と送電線および変電所の 2 つのコンポーネントがあります。当銀行は、ルスモ滝水力発電プロジェクトの送電施設に融資しています。[2]
