２０１９年２月２３日 ドイツ，一転，中国をけん制，日本と進める防衛協力

大学に入った息子が，第二外国語をどうするか，相談してきたときに，ドイツ語は全く役に立たない，フランス語の方が良い，と奨めたが，フランス語を選定した息子からは，難しくて単位が取れない，と苦情が来た，それでも役所に入った息子からは，フランス語で重宝された，こともあった

ドイツについて，同期の友人と意見を交わした，ドイツ人は原理主義に拘りすぎる傾向がある，ヒトラーを生んだ土壌は，せっかちに原発廃棄を進め，今度は再生可能エネルギーの原理性に拘りすぎて，電力供給が，結局は危機に陥っている，ゴミ処理の分別に拘ったのもドイツだった，

トランプ大統領が執拗に，ＮＡＴＯを主導するドイツのメルケル首相をいじめ抜いた，Ｇ２０の会議でも両者は度々対立した，仲裁に回ったのは安倍首相であった，ロシアからの燃料供給に依存するメルケルは，トランプ誕生で，ＮＡＴＯの席上で，度々苦境に陥っている，中国との問題もある

西側諸国が，中国の国家資本主義に批判を強める中でも，北京の空港に度々，メルケル首相の姿があり，一帯一路構想で北京と直結する欧州の物流に，ドイツはどんどんはまっている，と言う印象が強かった，ファーウエイの問題でも，欧州の５Ｇ育成には，米国の覇権に警戒を示した，

さすがのメルケル首相も，中国の国家資本主義の被害や，クリミヤ半島強奪のロシアと，緊密な関係を続けることに，やっとその弊害を認識し始めたかのような行動が現れ始めた，恐らく国内の不安定な政治基盤も関係しているのだろう，今月に入って，メルケル首相が東京に入った,

メルケル首相が安倍首相と合意した内容は，ドイツの外交政策の転換，と言うよりは，原点に返ったという印象の強いものであり，｢今度戦うときは，イタリア抜きで行こう｣，と約束した時代が蘇ってくる，元々心情的には，ドイツと日本は親和性がある，大学時代はドイツ語に取り組んだものだ，

今年に入って２月，メルケル首相は東京を訪ね，安倍首相と会談した，外務省から発表されたコミュニケは，安全保障・防衛分野での協力を推進，自由で開かれた太平洋の実現，インド太平洋地域における航行の自由，北朝鮮の核廃棄，などなど，中国包囲網の一翼をなすものだった，

昨年２月の当時のドイツ，ガブリエル外相の演説，、「中国の台頭は，バランス・オブ・パワーの大きな変化をもたらす，新シルクロード構想は，世界を中国の利益になるように形作るための包括的なシステムを構築する企てである，単なる経済的問題ではない｣，との姿勢を明確にした，

更にガブリエル外相は，｢中国は，我々の西側モデルに代わる、自由、民主主義、人権に基づかないシステムを作ろうとしている」，とまで明言している，原理主義にとらわれて意志不明確であったドイツが帰ってきた，と言っていいのだろうか，イタリア抜きで，またともに戦う時が来たかな，
