２０１９年３月５日 中国軍の伸びは７.５％，日本は，｢寄らば切るぞ！｣，言えるまで

昨日，３月４日は茨木国際オープンの日，雨模様の中，雨雲をかいくぐって集まったのは，わずか２０人程度，４位に外れてイチゴを貰ってきた，スコアは良くない，暖かくなるにつれて調子を上げないと，多くの定例コンペが待っている，豪雨が通過した直後で，泥を跳ね上げながら奮闘した，

金正恩委員長は北京に寄らず平壌に帰って行った，北朝鮮メディアは成功と報道している，トランプ大統領は結果に満足，下手な妥協をせずに帰国したことが，周辺をほっとさせているのだろう，実際は国内でのロシア疑惑批判が気になって，何も放り出して帰国したのが，真相かも知れない

焦点は中国に移っていく，米中通商交渉の推移も今だ不明確であり，カナダと中国の関係も，孟晩舟事件が尾を引いて不穏である，そのような外交問題の中，今日から１０日間の予定で，日本の国会に相当する中国の全人代が北京で始まった，焦点はブレーキのかかる経済問題だ，

昨年の経済成長率は６.６％と公表されているが，景気が落ち込む中，李克強首相の経済演説に関心が集まっている，６.５％とするのか，６.０～６.５％と幅を持たせるのか，とかくその数字については政治的な配慮の噂がつきまとうが，いずれにしても，中国政府の考え方を知る重要な材料だ

朝日新聞は，早々と，中国の軍事費の今年の伸び率は，前年比７５％増，と打ち出している，ＧＤＰの伸び以上の軍事費の伸びに，習近平政権の意志が見える，米国の軍事規模に追いつくのは，１０年と見ているのか，２０年と見ているのか，これを遅らすために，米国は経済戦争を仕掛ける

軍事費は２０１７年ベースでＧＤＰとの関係を大まかに見ると，米国 ＧＤＰ１９兆ドルのうち３％の６０００億ドル６０兆円相当 ，中国１２兆ドルのうち３％の４０００億ドル，４０兆円相当，日本５兆ドルのうち１％５００億ドル， ５兆円相当，となっているが，今更ながら中国の軍事費の伸びは強烈である

他のの有力な国々は，ＧＤＰに対しては大きな比率で軍事費を割いており，ロシアやインドは無理をしている，日本は，ＧＤＰに対する軍事費は世界１３２位に甘んじている，実際国内の諸事情，かさむ国債費，増え続ける社会保障費，これらを考えると，米国の軍備に頼っている現実が悲しい

私は，将来を考えて，米国の日本支援への関心の薄れや，２０５０年頃と推定される日本への外圧，それは維新の黒船や太平洋戦争敗戦に次いで，次の外圧は沖縄の独立かも知れない，政治の小沢さんなんかは，沖縄のみならず，北海道の独立の可能性まで視野に入れているかも，

私は，将来構想としては，米国や中国をしのぐ軍備を持たなくても，国力に応じた軍備を整えれば，それこそ憲法の前文ではないけれど，国際社会の中で一定の評価を受けながら，名誉ある国の一つとして活きていけると思っている，腰に差した貧弱な刀でも，｢寄らば切るぞ！｣，と言いたい，
