２０１９年４月２０日 ４月下旬，中国は一帯一路で３７カ国の代表を北京に集める

統一地方選挙後半戦，大阪では池田市，衆議院大阪１２区，燃え上がっているのは現地とネット，松井維新代表が池田に入っているが，ネットで実況し，視聴者のコメントがどんどん上がっている，こういう時代なのか，と思ってしまう，今は維新だけだが，次の選挙はネットの戦争になるだろう

北朝鮮がポンペオ国務長官を名指しで非難した，こういう例は余り聞いたことがない，米国としては，一致して攻撃に移るはずであるが，妙に静かである，ポンペオ長官は優秀だ，もしトランプ大統領が何らかの迷いが出るならば，大統領を非難したい，ポンペオさんは次の次の大統領だと，

北朝鮮に名指しで言われれば，米国としては，ポンペオ長官を対北朝鮮で使えなくなる可能性がある，長官には次に備えて辞任するという情報が出ていた，でもここで辞めると北朝鮮に屈したと同じ結果となる，しかし，トランプ大統領は危ないなあ，「俺だけだ」，と言い出す可能性もあるかも

一帯一路，中国外務省の発表によると，４月２５日から北京で首脳会議を開催し，習近平主席が演説をするという，これに呼応して集まる国は３７カ国，そのうち首脳を送る国は１４カ国であるが，参加人員は猛烈に膨れ上がる，１５０以上の国と９０以上の国際機関から約5千人が参加する，

一帯一路に対する主要国の対応は分かれる，イタリアが参加することでＧ７諸国に衝撃を与えている，米国とインドは高官の派遣を見送る，日本は既に安倍首相が一帯一路に条件づきでコミットを与えているが，二階幹事長と綱引きしながら，恐らく米国と同じ対応だ，二階さんは行くかも，

アジア地域で一帯一路への批判が相次いでいるが，「中国が小国に巨額の資金を貸し込み、返済不能に陥らせ，港湾施設などを接収しているのではないか、との批判がある，中国が建設労働者を送り込むことが多いため，現地で雇用が創出されにくいとの指摘もある」，と日経は指摘する

一帯一路は，海路でインド洋を経て北京と，また陸路で北京と，それらの中継国に主として交通運輸のインフラ設備を建設し，世界的な物流の促進を図るものだが，問題は，中継ルートに当たる国々が，中国資金による借款の上，自国内だけでは経済性が説明できないインフラを造る，

中国経済に完全に取り込まれているラオスの例だが，自国領内に高速鉄道を建設すべく，計画が進んでいる，しかしこのルートは，中国の昆明とシンガポールを結ぶ鉄道の一部分に過ぎず，そのライス領内の設備は，ラオスの中国に対する借款として勘定される，採算の見込みはない，

安倍政権が一帯一路につけた条件は，個々の借款案件が，一つのプロジェクトとして経済性が成り立つこと，これは考えて見れば，一帯一路の否定にも繋がるものだ，米国と日本は，「太平洋インド洋構想」で協力する方向で，インドとも協議中である，今月の北京会議に大いに注目したい，
