２０１９年４月３０日 平成から令和へ，北の核の拡散の危険，習主席の前に壁

平成から令和に変わるこの日は，全国的に天気が悪い，それにしても，３０年前に平成に変わった日は，私にとっても甚だ印象が強い，昭和天皇が病床についてから長かったが，その天皇の崩御を，私は，上北沢のワンルームで，小さなテレビを見ながら泣いていた，直後に平成の文字を見る

１９８９年，平成元年は，私は関電を正式に退職してＪＩＣＡに移った年で，それからの１５年間ほどは，激しく海外のプロジェクトに従事することになる，関電の時に２年ほどビルマに滞在し，更にインドネシアに３年ほど駐在，ＪＩＣＡに移ってからは，バンコクに３年間の駐在を経験している，

平成の１５年間に，４０カ国近くを旅したが，最も苦しかった旅はと問われれば，カメルーンの小水力，最も楽しかったのは，モロッコの東部山岳地帯のダム探しの旅であろうか，最もエキサイティングなプロジェクトは，失敗したが，中国雲南省の長江上流，金沙江，これが私の平成であった，

「腐っても習近平」，と言う言葉が紙上を賑わしている，トランプ政権からの経済的圧力，台湾海峡での米海軍の圧力，一帯一路への関係国の不満，など，一帯一路も危険な道を歩んでいるのか，と感ずる向きもあるが，習近平主席のリーダーシップや演説の内容からは，微塵も感じられない

習近平主席が語りかけた相手は，第一に中国人民であり，それは３０分間の演説に凝縮されている，習主席は，会議の第２日に場所を変えて，３５カ国の首脳を前に演説，世界に中国の友好国としてのグループが形成されつつあることを，言外に滲ませながら，６００億ドルの手形を切った，

一帯一路で，習近平主席が最も語りかけたかった相手は，トランプに他ならない，米中経済戦争を終結に向かわせることが，習近平主席にとっては急務である，だからこそ，中国の経済の国際化の流れに従順であることを強調したのだが，習主席の前には，日米豪印の壁が立ちはだかる，
