２０１９年６月２日 中国のレアアースへの期待，日米欧には２０年から４０年の備蓄

先日から，一部で中国のレアアースの禁輸問題が白熱，議論されている，高度の機械的な部品には，レアアースが欠かせず，安全保障にまで影響してくる，米国のレアアースは，中国からの輸入に７０％依存しており，日本もかって，温家宝首相に脅かされて，一時列島に衝撃が走った，２０１０年

５月２８日に中国メディアがレアアースの問題に触れたが，中国は具体的な言及や行動には移っていない，中国政府が沈黙するのは，それなりの背景があるのだろう，「貧者の生産物」，と私は呼んだが，放射能が拡散されることや，採掘の際に使われる酸の環境への影響を，大いに気にしている

日本や西欧にとってレアアースは欠かせないが，考えて見れば，経済発展を遂げつつある今日の中国にとっては，原材料としてのレアアースを国外に持ち出すのではなく，レアアースを駆使した高度な製品を輸出したいところである，多くの先進国は，かってそのような発展の歴史を通ってきた，

中国の一般メディアは，レアアースが対米貿易戦争の強力な武器となる，として，ＳＮＳなどで　沸き立っているようだが，中国政府はそう単純にはレアアースのカードを切ることは出来ないと思う，大量に生産を続けているルートを断ち切るためには，政府自体の大きな支出が伴うと思うからである，

今日のメディアによると，レアアースは量的には少ないので，備蓄するのに，原油やＬＮＧなどの大きな装置は必要がない，備蓄は容易である，「日米が購入し備蓄する高品質の単一レアアースは少なくとも２０年分の工業生産をまかなえるほどの量があり，４０年以上と伝えるメディアもあるほどだ，」

「先進国の資源貿易企業と資源生産企業が国際レアアース価格を完全にコントロールするようになった一方で，中国のレアアース埋蔵量が急速に減少している」，と言う現実もあるようだ，従って，日米欧には余裕感があり，この禁輸の期間に，別のルートや自国生産が進んで，中国は不利になる，

中国は広大な大陸国である，しかし神様は，中国大陸には十分な水源を与えず，十分な原油を与えず，十分な天然ガスを与えず，人口に対する十分な食料も与えていない，中国は，発展すれば発展するほど，資源を目指して海外へ進出しなければならない，一帯一路は当然の帰結なのだろう，

広大な中国大陸には，しかしまだまだ開発が必要な資源が眠っているはずだ，たまたまレらアースが世間の注目を引いているが，あの大陸に資源がないはずがない，天然ガスは恐らく無機論によれば，まだまだ出るはずである，水源の確保も，ダム開発が進めば，人口を養うだけの水もあるだろう

レアアース以上に中国で問題にすべきは，シェールガスである，今は米国からのＬＮＧ輸入に大きな関税を掛けることで，中国のカードの一つになっているが，シェールガスと石炭ガス化は，中国のエネルギー問題の未来を扼している，強引な海外進出もあるが，自国の資源に目を向けて欲しい，
