２０１９年６月１２日 米中で中国は手詰まりなのか，「文明の対話」，か「文明の衝突」，か

安倍首相の専用機がテヘランに向かって飛び立った，中東の各紙は，日本の安倍首相に対して，極めて好意的であるが，安倍首相に何が出来るか，については極めて懐疑的である，何を抱いて安倍首相が羽田を飛び立ったのか，トランプ大統領との対話の中に，何か含まれているのか，

ニューズウイークの解説では，イランは全く期待していない，ただ，日本とイランの友好が深められればそれで良い，ともしているが，具体的には，ロウハニ大統領をＧ２０首脳会議の期間中に日本に招待する案があると言う，大阪に行って一体何をせよと言うのか，正直なイランの気持ちだろう，

前回のイラン核合意では長距離ミサイルの制限が入っていない，イスラエルの不満はここにある，ただ私の危惧するのは，トランプ政権内の対立である，空母まで動員した後で，トランプ大統領は，戦争はしないよ，と言った，ポンペオ国務長官とボルトン補佐官をがっかりさせている，壁がある，

米中問題だが，Ｇ２０首脳会議が迫る中で，トランプ大統領の積極的な発言に対して，中国側は沈黙を守っている，北京大学の教授が，「会談しようがしまいが，可能性のあるシナリオのうち習主席と長期的な中国経済にとって好ましいものは何一つない」，とし，中国国内でも危惧が語られている，

トランプ大統領は，大阪で米中首脳会談が開催できない場合は，３０００億ドルの２５％関税追加の上に，更に関税を上乗せする，と威喝している，これに対して中国外務省は，「何も決定していない」，としていることは，習近平政権の中で，首脳会談への対応に苦慮している実情が窺われる，

トランプ大統領の中国への怒りは，合意しかかった中国内政面での改革が，一度に覆されたことにあると言う，それは，習近平主席が延安を訪問して，「長征」，の覚悟を決めたように，長期戦になっても，国内の法体系や経済体制に対する米国の要求を飲むこと自体が，受け入れられなかった，

１９７０年代の米国と旧ソ連の冷戦との違いがあるという，米ソは何と言っても西欧国家の枠組みの中であり，文明の対立ではなかった，もっと言えば，白人社会同士の対立であった，この点が今回の米中の対立とは大きく違う点だ，このように踏み込んで見ているのは，今日の日経ビジネスだ，

先日，北京で開かれた，「アジア文明対話」，の基調演説を行ったのは中国の習近平主席であり，その基本的な趣旨は，「文明の対話」，であった，習近平主席にとっては，一帯一路も，経済覇権の拡大も，対話の一環として語られている，対話と言うよりは，覇権による囲みこいと映る所以だ，

米国は，中国の言う，「文明の対話」，とは考えていない　，むしろ，「文明の衝突」，と言った方が，トランプ政権にとっては正しい，米国務省政策企画局長のキロン・スキナー氏は，米中競争を，「異なる文明，異なるイデオロギーとの戦い」，と大きく踏み込んでいる，「経験したことのない戦い」，と

米国人の大部分は，「中華文明」，「イスラム文明」，を異質と考えている，これに対して習近平主席は，「自らの人種や文明が優れていると考え，他の文明を改造し，果ては取って代わろうとするやり方は愚かで破滅を招く」，と攻撃，我々は少なくとも，中国の政治改革は，最低限の要請である，
