２０１９年７月２８日 中国政府のカンボジアへのアプローチは酷い，蹂躙は許さず

１９９０年代初頭，当時のカンボジアはポルポト政権が倒れたばかりに時期で，首都プノンペンは電気もなく厳しい環境の中にあった，それダムを造れ，と言う声もあったが，日本の外務省とＪＩＣＡはそれを許さず，停電の最中に，まずマスタープラン作りに取りかかった，

マスタープランに従って，日本やアジア開発銀行主導の下に，プノンペン市内のディーゼル発電所の緊急開発から手をつけ，危急を救った，あれから３０年，再びプノンペンは電力不足に見舞われているという，中国資金がカンボジア経済の９０％を握る中，中国企業はどうしているのか

ラオス，カンボジア，ミャンマー，これらの新興国は，今や中国企業の独断鳩なっているのだが，ダムを造れ，と奔走する中国企業にもかかわらず，プノンペンやヤンゴンが電力不足だと聞いて，一体，中国の途上国支援はどうなっているのか，と叱りつけたい気持ちで一杯である，

中国は共産党独裁下にもかかわらず，中国企業の海外進出には，これといった秩序がない，特にカンボジアのリアップ海軍基地での状況を見る限り，中国政府の目的は，軍事拠点化かも知れないけれども，中国企業はカンボジアの国内法を無視して混乱を極める，フンセンも焦っている，

中国の経済拡大，覇権拡大には，全く世界に対して説明不足である，南シナ海然り，メコン川のダムももっと下流と話をすべきだ，ミャンマーのダムを造るなら，まずヤンゴンの電力不足に対処すべき，カンボジアのリアップやココンが，南シナ海のようになるのは，抵抗が大きすぎる，

カンボジアの中国軍事基地化へ世界の懸念

カンボジア，かって日本政府が港整備に当たったシハヌーク港は，フンセン首相の中国一辺倒の政策で，中国企業が経済の９０％を占有する，カ政府との癒着から，無許可のビル建設が続く，遂に建設中のビルが倒壊，フンセンも急遽帰国した，何故秩序だった経済協力が出来ない

中国によるカンボジアの軍事拠点化に対して，米国は危機感を持っている，一つは現在の海軍基地であるリアップであり，更に深海港の可能性を有するココンだ，ペンス副大統領はフンセンに手紙で問い合わせており，フンセンは，「再び代理戦争に陥れる可能性を否定している」

バンコクで７月３１日に開催されるＡＳＥＡＮ外相会議の声明案で，中国の行動を擁護しようとするカンボジアの提案に揺れている，南シナ海問題で，カンボジアは，「埋め立て」，「状況を複雑化」，などの厳しい語句の削除を要求，合意に至っていない，カンボジア，酷い，

カンボジアのリアム海軍基地，カンボジア政府が中国軍艦の寄港と武器保管などを許可した，と米紙が報道，カンボジア政府は，これに対して，「隠すものはない」，報道陣に一般公開，監視船なども公開，外国基地は憲法が認めていないので，カンボジア住民が噂で騒いでいる

ミャンマーは経済成長へ疑問の歩み

政変後のミャンマーの経済政策は，遅々として進まなかった，この配分からパイの拡大へ転換するところで，汚職問題などで躓いた，経済成長を本格的に目指してわずか１年，見守ることが重要だが，問題は外資導入に踏み切った時点で，中国が大きく動くことになり，これも問題

ミャンマーのヤンゴンでは，日４時間の停電が２回行われている，中国があれほどのダムやエネルギー投資を行いながら電力不足とは，納得困難，日本のＯＤＡだったら，そんなことはさせなかった，プノンペンの場合，ダムを造りたいという政府を説き伏せて，市内の火力に専念

メコン川の水位低下，タイの農業にも影響を与えている，国内の強硬派がタイ政府に対して，ラオスからの買電を中止せよ，と迫っている，中国領内のダムだけではなくて，ラオス領内の本流サヤブリダムも淡水を始めている，大混乱だが，実は今年は流域全体が大渇水も大きな原因だ，

メコン川の水位低下問題，本来ならば５月から増水期に入る，しかし未曾有の水位低下に見舞われている，タイ政府は中国大使を呼びつけて，上流のダム運用の適切化を要請，中国外務省報道官も記者会見で善処すると，ダムは本来下流にも便益をもたらすべきもの，タイの勇気ある姿勢
