２０１９年８月３１日 ドゥテルテ大統領が中国を，国際裁判所判決で，南シナ海牽制

南シナ海問題，フィリッピンのドゥテルテ大統領が中国の言い分を認めて協力の姿勢を示したことで，国際社会の動きが止まらざるを得なかった，私は，昭和１９年生まれのド大統領の屈曲した心の内を覗いてきたが，今や国内の反発と，中国漁船群の横暴な活動で，彼の心も揺れているのか，

フィリッピンの前政権が国際裁判所から勝ち取った，南シナ海は公海，との判断を，ド大統領は封印して，経済面での中国の支援や，南シナ海の資源共同開発に望みを託してきた，しかし，中国が約束したインフラ支援が遅れ，フィリッピン近海では中国船の活動で，国内の批判が高まってきた

今回の多くのメディアの報道では，先日，北京を訪問したドゥテルテ大統領は，封印したはずの国際裁判所の裁定を，習近平主席に持ち出した，注意を促したと言う，これで２度目だと言われているが，ド大統領が牽制球に使っていることを，恐らく習近平主席は，苦々しく思ったことだろう，

中国側は，それでもドゥテルテ大統領を，最大限のもてなしで遇している，南シナ海に於けるフィリッピンの振る舞いが，如何に中国側を勇気づけているか，よく分かる場面だ，南シナ海は中国の領海，と言いながら，フィリッピンとの資源共同開発を容認する中国は，自己矛盾に満ちている，

南シナ海の領海は中国の核心的利益であり，すべてに優先する，と位置づけながら，フィリッピンに，その核心を認める代償に共同開発を容認する，中国の，「核心的利益」，も怪しくなる，南シナ海は日本の重要なシーレーンである，資源共同開発には日本も参加する，と交渉してはどうか，
