PSALMのデニス・デラ・セルナ会長は火曜日、ADBは技術顧問として、CBKに関する既存のすべての研究、報告書、設計を見直し、2024年6月か7月の民営化に備えると述べた。
同氏は、ADBはまた、市場協議の準備と実施を行い、CBKの民営化の構築においてPSALMを支援すると述べた。
デラセルナ氏は、PSALMが適格性評価、入札、資産売却契約に向けた文書草案を作成すると述べた。
また、ADB は財務評価報告書を作成し、PSALM の入札、評価、入札プロセスの実行を支援し、入札後および落札プロセスも支援します。

「温暖化が進む地球では、持続可能なエネルギーがこれまで以上に重要になっています。民間部門主導のイノベーションは、CBK複合施設での持続可能なエネルギー生産を強化し、企業、消費者、環境に大きな利益をもたらすことができます」と同氏は述べた。
PSALM は 2001 年の電力事業改革法に基づいて設立され、国家電力公社 (NPC) から PSALM に譲渡された資産の民営化を含む電力業界の規制緩和の枠組みを提供しています。
PSALMは、自社の発電所、独立発電事業者契約、廃止された発電所の約82パーセントを民営化した。
カリラヤ・ボトカン・カライアー（CBK）水力発電所は、フィリピンの主要島にある水力発電所の複合施設です。この施設は、ナショナル・パワー・コーポレーション（NPC）によって実施されています。?

Caliraya?Botocan?Kalayaan (CBK) hydroelectric power plant complex.
The hydroelectric power plant complex consists of hree separate facilities with a contracted capacity of 796.64 megawatts and plays a central role in the Luzon power system.
It is run by independent power producer CBK Power Co. Ltd. under a 25-year build?rehabilitate?operate?transfer (BROT) contract which will expire in 2026.
PSALM, established under the Electric Power Industry Reform Act of 2001, provides a framework for deregulating the power industry including the privatization of the assets transferred by the National Power Corp.(NPC) to PSALM.
