カセクナン水力は，１９８７年に時の大統領コラソン・アキノが，周辺の灌漑等も考慮してプロジェクトの発進を宣言したが，１９９３年に至ってラモス大統領が資金調達を完了，２００１年のアロヨ大統領の時に，河川切り替えを行い，２０１２年のアキ大統領で工事開始，正に一大国家事業だった

In August 1987, former President Corazon Aquino signed Executive Order 136, which provides for the establishment of a Watershed Forest Reserve out of the Casecnan River. The reserve covered an area of 57,930 hectares (143,100 acres).[2] By May 1993, former President Fidel Ramos sought out investors to fund the Casecnan Phased Transbasin Project. It became one of the flagship programs of the Ramos government and by 1995, the Casecnan Project got approved for construction.[2] In September 2001, former President Gloria Macapagal Arroyo finally opened the diversion tunnel after two years after the Phase I of the Casecnan project was done.[2] In 2012, the Aquino government approved the construction of the second phase of the Casecnan project.[3]

Lopez-led First Gen Corporation has signed P20 billion term loan agreement with major local banks - BDO Unibank, Inc. (BDO) and Bank of the Philippine Islands (BPI) ? primarily to fund the acquisition of the 165-megawatt Casecnan hydroelectric power project (CHEPP) in Nueva Ecija.

As clearly laid down by First Gen Chief Financial Officer Emmanuel Singson, “the fresh financing will be used to fund the acquisition of CHEPP, which is vital to our transition towards a decarbonized and regenerative future.”

First Gen won the Casecnan hydropower facility for a price tender of $526 million, when state-run Power Sector Assets and Liabilities Management Corporation (PSALM) had privatized the asset in May this year.
